Tokyo bought about 2 million tonnes in the past year of carbon offsets generated by clean energy projects in developing countries, called certified emission reductions (CERs)...
In the two years through March 2008, Tokyo had concluded contracts to buy a total 23.04 million tonnes from abroad, all of which were CERs generated by projects in developing countries under Kyoto's Clean Development Mechanism (CDM).
